Lake Macquarie City Council will make a decision tonight on a controversial mobile phone tower earmarked for Caves Beach.
Telstra wants to build the 35 metre high tower in bush off Scenic Drive to improve mobile phone reception in the seaside suburb.
The nearest homes would be 25 metres from the tower, prompting concerns from residents about potential health impacts.
"No one's disagreeing that we need another phone tower in that area - it's desperately needed," councillor John Gilbert said.
"But it definitely should not be going where Telstra wants to place it, which is basically only metres from people's bedrooms."
Telstra denies the tower will cause any health problems.
A council report has recommended the tower be approved.
